In the wild I observe that the males are coloring at much large sizes (spawning size) and that makes sense to me,,,you need to be larger amd smarter or you are lunch! Other dominant males are around to keep smaller smaller fish in their place.
I find that tank raised fry, from wild stock color up a lot faster, so you may find the males,,,,at least the more dominant ones,,,starting to color around the 2 inch size. In our tanks there are no predators,.and do not have to hide in the rocks while eating.
At the moment I have my first brood of Ps.sp."membe deeps" (G1 from Wild Caught) and the young males are coloring,,,you know,that in between,crappy orange still showing, with the blue trying to come out, trying to come thru color and they are about 2 inches.
Might take a bit more time/size to get the males full blown spawning coloration.
I had the same thing happen with Cyno Afra Cobue,,,had 1 nice male and 3-4 others coloring at, like 1 3/4 inches,,,looked like miniture full blown males!
I do not power feed my fry to grow them large fast,,,so my sizes may be a bit smaller than yours for the same age time.
