RB Piranha Legal?

one of my friends is trying to get a couple red bellied piranha but i'm not sure it is legal where we live (in new york).

so far, he is trying to get them off a web site located in ney jersey (www.aquascapeonline.com)


Does anyone knoow if it is legal or where we could find out if it was?
