can anyone tell me if all ebo jager heaters are completly submersible the one i just recieved from big als has a line on the top saying do not immerse below this line the line is about 1/2 inch below the top of the heater

It doesn't sound submersible from your description. The problem is that Ebo Jager, and all other brands come in regular and submersible models. The package will say "fully Submersible" in prominant type somewhere on it if it is.

both of my Ebo Jager 200 watts are submersable.
It should say on the box when you buy whether it is or not

We had this same discussion recently. I just bought 4 new Ebo Jagers and they are definitely submersible. The reason they don't say submersible has something to do with canadian law. You can probably find the discussion by doing a search on the brand name if you're interested.

The heater is fully submersible, but the warranty may void if it is put under the water entirely, because it is more succeptible to break there. Although i find it to be fine where it is, completely underwater.
