If you want them to look like an Amano tank or many of the other ones you see in pictures........... It helps, though, to keep the surface agitation to a minimum (less degassing of CO2). Also, it depends on the types of plants you're using. You could certainly grow a tankful of water sprite without CO2 supplements for instance!

That sounds good. From what I've been reading, it sounds rather expensive to run a CO2 system.
