I have a new 55 gallon setup, and the filter on it is currently just an emperor 400. The tank has 4 keyholes, 1 pink con, 1 blackbelt, 1 turquiose severum and some dithers. Is the emperor 400 enough for that size tank/that many fish?

Add a Magnum 350 and you'll be set. That 400 is the best HOB filter on the market IMHO, but it does need help.

You could just add another Emperor too.

True...it would be cheaper than the magnum too. I suggested the magnum to add more lower tank water movement.

Good point........ I usually add a power head or two for that, but the Magnum could handle those duties too.
