Many sponges are made with anti-mildew agents built in, so it's important to know what you are dealing with before moving forward. Generally speaking, it's not worth the effort to build your own.

The best prices are generally available from fish room supply houses (try www.jehmco.com).

You can drive sponges with air or power head, both to good effect. Do not over power the sponge, though, with a big powerhead. It is not the speed of flow that matters with a sponge. You just want a steady flow (air is plenty and generally cheaper; you can filter an entire fish room with one big pump). It takes time for the bacteria to do their work, and too fast a flow could impair that in some cases.
